Do the pegs require both connector bolt and hanger bolt per peg if the pegs will be put directly on wine cellar joinery?? My joiner thinks we only will need the screw which attach it from the front of joinery. Is that correct?

For the installation of the pegs onto the wine cellar joinery, you can use either a connector bolt or a hanger bolt, depending on your installation approach. If the pegs are to be attached from the front of the joinery, as your joiner suggests, opting for a hanger bolt would indeed be a suitable choice.
